Safeguarding implications of the Technology Prosperity Deal

Posted: 18th September 2025

The Technology Prosperity Deal between the United States and the United Kingdom, announced today, sets out a strategic framework for collaboration in science and technology. The non-binding MOU outlines joint ambitions in AI and innovation, emphasising the development of shared infrastructure and regulatory alignment.

This raises safeguarding considerations. Large-scale AI and biotechnology datasets may involve sensitive health and personal data, requiring robust ethical frameworks to prevent misuse, exploitation, or exposure of vulnerable populations. Expansion of AI in education, healthcare, and social systems necessitates strong child-protection standards to mitigate risks such as biased algorithms, surveillance, or harmful online content. Similarly, cyber and telecommunications cooperation should prioritise safeguarding by embedding child-safety standards into digital infrastructure and ensuring that rapid technological adoption does not compromise young people’s privacy, wellbeing, or protection from harm.
