Job Description

Provide professional support to the Moray Child Protection Committee to ensure the effective operation of its role and remit in the strategic planning, the monitoring and development of child protection systems and practice.

Support with the local implementation of all national policy and guidance pertaining to child protection practices.

Responsible for the successful delivery of the Committees core functions in relation to: Continuous improvement, Strategic Planning and Connections, Public Information, Engagement and Participation and Quality Assurance.

Lead and promote the development of professional and public awareness of child  protection issues and promote personal and community responsibility for recognising and responding to children and young people in need of protection.

Co-ordinate and undertake key tasks on an inter-agency basis in the preparation, management and follow up from self-evaluation activity and the multi-agency inspection of services to protect children in Moray.

Responsibilities

Support the Committee to update and implement Moray Child Protection Committee’s Workplan.

Ensure that the Child Protection Committee is kept informed of and plans appropriate responses to national developments, including legislative, policy changes, regulations, research, and the outcomes of Significant Case and Learning Reviews.

Lead on integrated continuous improvement activities of the Child Protection committee including self-evaluation and coordinate committee activities, helping ensure safer and improved outcomes for children.

On behalf of the Child Protection Committee, contribute to the development and dissemination of inter-agency guidelines, policies and procedures, and review their effectiveness.

Working effectively to enhance partnership working arrangements with key public bodies and the voluntary sector to ensure that measures to improve child protection are coordinated, efficient, and effective.

Lead on learning reviews and provide a consultancy resource to the chairs of learning reviews.

Actively engaging with the National Child Protection Learning & Development Network, to enable information, learning and resources to be shared across Moray.

Assisting partner agencies in the development of policies, practice, staff training programmes, monitoring and evaluation frameworks, participation plans and service user involvement strategies in relation to child protection.

The Individual

Significant experience in children’s services or services which protect children.

Sound knowledge of child protection theory, policy and research.

Success in devising and implementing strategies and projects to improve outcomes.

A proven record of effective partnership working.

Degree level social work or relevant equivalent.

Critical understanding of child protection practice and legislation/ policy.

Ability to engage and influence and possession of good organisational, communication and motivational skills.

Strong analytical skills and ability to write concise, clear reports.

Reflective practitioner with the ability to embrace change.

Ability to select and prioritise outcomes, develop action plans and monitor performance and impact on service delivery.

Ability to meet demanding deadlines and work under pressure.

Skills and vision to identify, explain and substantiate proposals.

You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the service.  Due to the rural nature of Moray this is normally undertaken by use of a car/van.
