Statutory Guidance outlines that at least one member of every appointment panel for roles involving work with children must undertake ‘proper’ safe recruitment training.  \nThe  Safer Recruitment Consortium has developed a Safer Recruitment package for the wider children’s workforce (this course) where previously this was solely aimed at those in the education sector. He has also been a multi-agency trainer for the Dudley Safeguarding Children’s Board\, is a safeguarding trainer for the Methodist Church\, is a trustee of the National Youth String Orchestra and chair of a small performing arts charity. He is a member of UKCIS (UK Council for Internet Safety) and sits on the UKCIS evidence group\, education working group and the early warning group as well as on the advisory board for the UK Safer Internet Centre. He also sits on the Roblox trust and safety board where he represents the Insafe network. He was part of an expert steering group with TikTok looking at harmful and dangerous online challenges and regularly contributes to content for Internet Matters\, recently delivering their online safety training for those working with children in care commissioned by Ofcom. \nKarl has worked for a number of key players in the UK and abroad including CEOP (Child Exploitation and Online Protection Centre)\, BECTA (British Educational and Communications Technology Agency)\, the European Commission\, the UN and several Local Authorities within the UK and in Europe. \nAs an ex primary headteacher\, he continues to work closely in schools across Europe with children\, young people\, parents\, teachers and governors to develop safer online behaviours and the promotion of digital literacy. Karl has been employed for the last 19 years as an in-house consultant for INSAFE which is the coordinating node of the EU Better Internet for Kids programme where he is responsible for the coordination of safer internet helplines and awareness centres across Europe. Karl was the Chair of the Board of Trustees of the Marie Collins Foundation for 7 years\, a charity which supports young people who have been sexually abused and exploited online and is now Chair of the board of trustees of Childnet international and Chair of the executive committee of SACPA (Safeguarding and Child Protection Association). Karl has also worked with the International Telecommunications Union (ITU) and chaired the working group to re-write their Child Online Protection Guidance.

He holds extensive experience tackling a wide range of complex radicalisation cases in various roles\, including as a Social Worker within Children’s Services\, as Channel Coordinator within Prevent and as the Prevent Practitioner/Deputy Named Safeguarding Professional within an NHS mental health Trust. Furthermore\, Thomas is a PhD candidate in Social Work and Social Care investigating the radicalisation of young men and the role of masculinity in violent extremism. \nThomas is a qualified Social Worker with a background in Children’s services and holds years of experience in multi-agency safeguarding work. His work spans across safeguarding children and adults from a range of harms\, including domestic abuse\, sexual exploitation\, criminal exploitation\, county lines\, modern slavery and radicalisation. Thomas is passionate about supporting professionals to respond to safeguarding concerns\, and is using his PhD research to build a practical tool to support social workers to assess and safeguard males whom are vulnerable to radicalisation. \nIn his current role as Prevent Practitioner/Deputy Named Safeguarding Professional within Sussex Partnership NHS Foundation Trust (SPFT)\, Thomas provides regular trainings to staff and teams across the Trust\, including Prevent Awareness\, Workshop to Raise Awareness on Prevent (WRAP)\, and Safeguarding Adults. Thomas also offers regular expert consultations to support staff to respond to complex radicalisation concerns across the Trust\, and is the SPFT representative in the Prevent’s Channel Panels across Sussex that provide a multi-agency approach to safeguarding those assessed as vulnerable to radicalisation. Moreover\, Thomas contributes to the development and updating of Policy within SPFT to structurally respond to emerging safeguarding concerns regarding radicalisation. \nOver the years\, Thomas has gathered substantial knowledge and practical expertise on the multi-faceted dynamics of safeguarding and radicalisation. His unique position of both working in and researching on this issue provides unique insights into this complex area of safeguarding. Thomas is available to deliver Prevent training to a range of organisations\, which will cover the key features of Prevent Awareness and Prevent WRAP\, including CONTEST\, the statutory duty under Counter Terrorism Security Act 2015 known as the ‘Prevent Duty’\, Vulnerabilities to Radicalisation\, Extremist Ideology and groups\, Current Threat Level\, and the Channel Panel process. Thomas will provide an opportunity to have a nuanced and critical discussion about this important and complex area of safeguarding. \n

He combines traditional policing with psychological insights to combat fraud through innovative education. His 24-lesson secondary school program explores fraud psychology\, while his romance fraud awareness campaign achieved a 323% increase in victim reporting within two weeks. Damian develops presentations that merge real-world police experience with NLP techniques\, helping educators understand criminal manipulation tactics. At conferences\, he focuses on protecting students from fraud targeting and building resilience against social engineering attacks through comprehensive safeguarding approaches. \n\nKarl Hopwood\, SACPA Chair \nKarl Hopwood is an independent online safety expert and member of the UK Council for Internet Safety (UKCIS)\, where he sits on several working groups. He serves on the advisory board of the UK Safer Internet Centre and the Roblox Trust and Safety board\, and has advised TikTok on harmful challenges. Karl works closely with Internet Matters\, Ofcom\, and schools across Europe to promote digital literacy and safer online behaviours. A former headteacher\, he has consulted for INSAFE for 19 years\, coordinating helplines and awareness centres. He currently chairs Childnet International and SACPA\, and previously chaired the Marie Collins Foundation. \n\n \nChristine Kane\, Deputy Head (Safeguarding)\, Marlborough College and Council Member\, The Football Association \nChristine serves as Senior Non-Executive Director at the Oxfordshire FA and sits on the boards of Nottingham Forest Community Trust and Everyone’s Invited.  With previous roles at SSAFA\, the UK Ministry of Defence\, and Aston Villa Football Club. \n\n \nDale Wilkins\, Executive Director\, Scotland/Wales and Accredited/Compliance \nDale joined the BSA in 2017 to lead safeguarding\, inspection\, and compliance across the UK\, building on his experience as a course tutor since 1998. He works closely with ISI\, Ofsted\, and DfE\, and oversees the Group’s work in Scotland and Wales. A trainer and consultant for BSA and SACPA\, Dale is Vice Chair of SAFCAB. His own lived experience provides him with insight into the struggles of the young people he works with\, and he believes that he can learn something from each client. \nIn 2021\, he co-founded Hatch Wellness at the age of 18\, an organisation that helps schools improve the education and support available for students around addiction and recovery. The goal is to create easily-accessible pathways to recovery by having young people share their own stories. \nWhen he’s not working\, Toby writes and performs music – a creative outlet that has been invaluable to him during his own recovery journey. DESCRIPTION:🏷️ £235-470\n🎧 Level 3 certificate training for Educational Guardians\, DSL’s\, DDSLs\n📍 Online\n🎥 Watch live or on catch up \n\nCourse outline: \nDesignated Safeguarding Leads (DSLs) in schools must complete regular refresher training to maintain the knowledge and skills needed to fulfil their responsibilities effectively. \nThis one-day SACPA Certificate Programme meets the learning outcomes set out in Annex C of Keeping Children Safe in Education (KCSIE). Students will be encouraged to contribute ideas\, opinions and questions\, taking responsibility for their own learning\, whilst contributing to the learning of the group as a whole. \nThe course is run by senior members of the SACPA staff.  Each delegate will have an experienced SACPA Tutor who attends the study days. \nCourse Assessment \nDelegates may choose assessment via portfolio or assignment. \n\n \nDale Wilkins : Senior Director BSA Group \nDale Wilkins spent 31 years working in schools\, mainly in residential education\, of which eleven years were as safeguarding lead. He has also had safeguarding responsibilities in youth group\, sports and church settings\, was a multi-agency safeguarding trainer for Dudley Safeguarding Children Board and has completed an extensive “Train the Trainer” course with NSPCC. In September 2017 he took over safeguarding responsibilities at BSA\, and subsequently BSA Group and Sacpa. HE also gave evidence to the IICSA inquiry on behalf of BSA. \n\nNikki Holmes : Safer Together\nContextual Safeguarding and Exploitation \nNikki has served as a police officer\, been a service manager for a young person’ substance misuse service\, is an experienced Children’s Services Inspector for the CQC\, and more recently launched her own consultancy Safer Together www.safer-together.co.uk\, which is a proud member of the WeProtect Global Alliance. \nAn expert in safeguarding with expertise and extensive experience of working in the fields of Child Exploitation\, County Lines and Modern Slavery\, Nikki now provides independent consultancy and training to a range of organisations including the NHS and Local Authorities. \nNikki is also a guest lecturer\, a public speaker and an independent author of Child Safeguarding Practice Reviews\, Safeguarding Adult Reviews and Domestic Homicide Reviews. \n\nDez Holmes : Director\, Research in Practice\nDez Holmes is the Director of Research in Practice\, a not-for-profit organisation that since 1996 has been supporting those who work with children\, families and adults to use evidence\nin their practice and leadership. Dez has several years’ experience of training and workforce and leadership development; she is the Programme Director for the Practice Supervisor Development Programme. Her practice experience is largely within youth offending services and early help. She is particularly interested in adolescence\, transitions\, risk and participatory practice; Dez has led Research in Practice’s work on Adolescent / Transitional Safeguarding; she is the Programme Director for the Tackling Child Exploitation Programme and also chairs the Contextual Safeguarding UK Advisory GroupReflective session for safeguarding leaders: child exploitation and extra-familial harm – including transition to adulthood – focus on the importance of child’s voice and participation Find out more about Dez Holmes Publications here \n\nPhilip Baines : Safeguarding and Training Consultant \nPhilip was a Detective having spent 30 years in the police. The last 14 years of his police service was in the Child Abuse Investigation Unit (CAIU). He is also qualified as the following: \n  \n  \n  \n\nFamily Liaison Officer (FLO)\nDisaster Victim Identification Officer (DVI)\nSignificant Witness interviewer (Sig Wit)\nEnhanced Cognitive Witness Interviewer\nDomestic Abuse Officer\nPIP Level 2 investigator\nAchieving Best Evidence (ABE- VRI vulnerable and intimidated witness interviewer)\nSpecialist Child Abuse Investigative Development Programme (SCAIDP)\nJoint Investigator – Section 47 Children Act ‘89\n\nPhilip was also seconded to the Training Department for 2 years\, where he received qualifications in training and delivered all these subjects\, including Harmful Sexual Behaviours (HSB). Philip is a qualified AIM3 Assessor of children displaying HSB. Philip also quality assured the Home Office Harmful Sexual Behaviours Support Service (HSBSS) where he oversaw and triaged all the requests for support and advised personally on all the complex cases.
